In March 1858 (Ansei 5), while Senior Councilor Hotta Masamune was in Kyoto seeking the imperial sanction of a treaty, he participated in a procession of 88 courtiers in opposition to the treaty. After the Sakuradamon Incident, in August 1862 (Bunkyu 2), together with his fellow courtiers, he impeached Kuga Takemichi, Iwakura Tomomi, and others for their responsibility in marrying Princess Kazunomiya. Thereafter, he received support from the Choshu domain and the Sonno Joi faction of patriots, and together with Sanjo Sanetomi, he became a leader of the anti-foreign courtiers. In November of the same year, he traveled to Edo as a deputy envoy under the imperial envoy Sanjo Sanetomi, and delivered an imperial edict urging the expulsion of foreigners and establishing a personal army. In February of the following year (Bunkyu 3), when the position of National Affairs Counselor was newly established, he was appointed to this position, gaining a position that allowed him to directly participate in the decisions of the Imperial Council. He advocated the setting of a date for expelling foreigners, and after the Shogun came to Kyoto, he accompanied the Shogun on his visits to Kamo Shrine and Iwashimizu, and then inspected Osaka Bay, where he sought the opinion of Katsu Kaishu on coastal defense. In the middle of the night of May 20th, on his way home from the Imperial Palace, he was assassinated outside the Sakuhiramon Gate. He was 24 years old. A sword left at the scene led to suspicion of the crime being committed by Satsuma samurai Tanaka Shinbei.
