[Born] Kenso 14 (1848) [Died] Jianyang 1 (1896) A politician in Korea at the end of the Joseon Dynasty (Yi Dynasty). His pen name was Seongchi and his title was Ilchi. He served as Yangsan County Magistrate, Secret Royal Inspector, etc. In 1881 (18th year of the reign of Gojong), he was ordered to inspect Japan and came there, and when he returned he advocated an open-door policy. He was subsequently involved in foreign negotiations, and in 1884 he participated in drafting the terms of the Treaty of Amity and Commerce between the United States and Korea. He also played a role in establishing the Regulations for Sino-Korean Merchant and Civilian Land and Sea Trade. In 1897 he was appointed Northwestern Edict, and agreed upon the Regulations for Jungang Trade and the Regulations for Hoeryeong Trade. In 1898 he participated in the pro-Japanese Kim Hong-jip cabinet during the Gabo Reforms, and was assassinated for being pro-Japanese when the king moved to the Russian legation in 1896 (1st year of the reign of Gojong) and a pro-Russian cabinet was established.
