A count and politician of Imperial Russia. After serving in the war against Napoleon, he became aide-de-camp to Alexander I. From 1819 he was chief of staff of the 2nd Army stationed in Ukraine, and among his subordinates were future Decembrists such as Pestelli. After the Russo-Turkish War of 1828-29 he was entrusted with the administration of Moldova and Wallachia. As early as 1816 he had submitted a memorandum to the emperor calling for the gradual emancipation of serfs, and from 1835 he played an active role as a progressive member of Nicholas I's Secret Commission on Peasant Affairs. In 1837 he was appointed Minister of the newly established Ministry of State Property, and between 1841 and 1842 he implemented major reforms, mainly administrative reforms, for the state-owned peasants.

帝政ロシアの政治家,伯爵。対ナポレオン戦争従軍後,アレクサンドル1世の侍従武官となる。1819年からウクライナ駐屯第2軍参謀長,配下にはペステリなど後のデカブリストたちがいた。28‐29年の露土戦争後,モルドバとワラキアの統治を委任された。すでに1816年に漸進的農奴解放を主張する覚書を皇帝に提出していたが,35年からはニコライ1世の農民問題秘密委員会において進歩的な委員として活躍,37年には新設の国有財産省の大臣に就任,41年にかけて国有地農民の主として行政上の大規模な改革を実施した。
