...When it becomes clear who is obligated to support an abandoned child, the expenses incurred for the child's upbringing may be collected from the obligated person or from the child himself (Child Welfare Law, Article 56). The Meiji government continued the practice of providing relief to abandoned children under the feudal domain system, and in 1871 (Meiji 4), it established the Law for Providing Rice for the Rearing of Abandoned Children (Dajokan Decree No. 300), which provided that when a town or village entrusted the rearing of an abandoned child to a third party or entrusted the child to an individual as a foster child, the government would provide rice for the child until the child turned 15 (later 13). The Law for Providing Rice for the Rearing of Abandoned Children, together with the Regulations for Relief, attempted to provide relief to abandoned children, but it is said that sufficient protection could not be expected due to the government's stance of trying to avoid its responsibility for public assistance.
