Parliamentary Ombudsman

…The current system originated in Sweden. The original model was a representative appointed by King Charles XII, who fled to Turkey after losing the Northern War, to oversee the performance of civil servants' duties during his five-year absence, and the new Parliamentary Ombudsman was established in the 1809 Constitution. It then spread to other countries as administrative functions expanded in quantity and quality, such as Denmark (1953), Norway (1962), New Zealand (1962), the UK (1967), France (1973), and Austria (1977).
