…Under the direct rule of the Emperor, proper politics were carried out in accordance with Confucian political ideals, and it is said to have been a sacred era in which the advancement of culture flourished. The Engi era was followed by the reign of Emperor Uda, also known as the Kanpei era, and included local administrative measures such as the consolidation of manors, the compilation of Engi formalities and ceremonies, the national history (Nihon Sandai Jitsuroku), and the re-coining of coins (Engi Tsūhō), all of which were intended to demonstrate the continued existence of the Ritsuryo government, which was essentially disintegrating. Although efforts were acknowledged, there were limitations to their achievements. Literature also flourished, with the compilation of the first imperially commissioned anthology of waka poetry, the Kokin Wakashu, being published. …
