Pacific Rim Economic Zone Initiative
A plan to create an economic zone based on economic cooperation and aid among Pacific Rim countries such as East Asia, North and South America, and Oceania. The plan calls for mutual lowering of trade barriers and cooperation in economic policy areas such as trade, aid, and exchange rates. Countries that qualify include Japan, the United States, the NIEs (Newly Industrialized Economies: South Korea, China, Taiwan, Singapore, Brazil, Mexico, etc.), ASEAN (Association of Southeast Asian Nations), and Australia (Australia and New Zealand). Existing organizations include the PECC (Pacific Economic Cooperation Council), the PBEC (Pacific Economic Council), and APEC (Asia-Pacific Economic Cooperation). Also attracting attention is the East Asia Economic Council (EAEC) plan proposed by Malaysian Prime Minister Mahathir. This plan includes not only ASEAN countries, but also Japan, China, Taiwan, South Korea, etc., and has drawn strong opposition from the United States and other countries. The ASEAN Free Trade Area (AFTA) was established in January 1993, and efforts are underway to revitalize the ASEAN market, including a reduction in tariffs within the region to 0-5% over a 10-year period. However, the success of this initiative will depend on how Japan is involved in it.

東アジア,南北アメリカ,オセアニアなど環太平洋諸国の経済協力・援助をベースにした経済圏をつくろうという構想。相互に貿易障壁を低くし,貿易・援助・為替などの経済政策分野で協力し合うという内容。該当する国は,日・米・NIEs(新興工業群=韓国・中国・台湾・シンガポール・ブラジル・メキシコなど),ASEAN(東南アジア諸国連合),豪州(オーストラリア・ニュージーランド)など。既存の組織としては,すでにPECC(太平洋経済協力会議),PBEC(太平洋経済委員会),APEC(アジア太平洋経済協力会議)がある。 また,マレーシアのマハティール首相の提唱するEAEC(東アジア経済会議)構想も注目される。これはASEAN諸国だけでなく,日本,中国,台湾,韓国等も視野に入れているところから,米国などが強い反発を見せている。1993年1月ASEAN自由貿易圏(AFTA)が創設され,10年間で0〜5%に域内の関税を引き下げるなど,ASEAN市場の活性化をめざす動きが形成されはじめてはいるが,いずれにしても日本がこの構想にどうかかわるかにその成否がかかっている。
