…It is a declaration by the government of the Republic of the Russian Federation to abolish the unequal treaties with China, and is so named because it was issued in the name of L.M. Karakhan, Deputy People's Commissar for Foreign Affairs. The first declaration, addressed to the Chinese people and the governments of Guangdong and Beijing on July 25, 1919, declared the free return of the territories, the East China Railway (Middle East Railway), mining rights, forestry resources, gold mines, and other interests acquired by the Imperial Russian government, the waiver of indemnities for the Boxer Rebellion, the abolition of extraterritoriality, and called on the Chinese people to fight alongside Russian farmers, workers, and the Red Army. …

…A treaty that restored diplomatic relations between Japan and Soviet Russia that had been severed by the Russian Revolution. It was signed in Beijing on January 20, 1925, between Japanese plenipotentiary Kenkichi Yoshizawa and Soviet plenipotentiary Karakhan LM Karakhan. The Dalian Conference and Changchun Conference to adjust diplomatic relations between Japan and the Soviet Union during the Siberian Expedition broke down before the time was right, and the Japanese army withdrew from Primorsky Krai in October 1922, and in November the Soviet government annexed the Far Eastern Republic, unifying the whole of Russia. …
