According to the theory of divination, the year of Jiazi (the year of the four seasons of the year Kinoene) that occurs once every 60 years is a lucky year for political change. In the Book of Changes, it is called Jiazi Reformation, and in the Book of Shi, it is called Jiazi Reformation. In Japan, the earliest example of this was Prince Shotoku's establishment of the Seventeen Articles of the Constitution and the implementation of the Twelve Ranks of Caps in 604 (the 12th year of the reign of Empress Suiko) and the implementation of the Twelve Ranks of Caps and Ranks system. The Twenty-six Ranks of Caps and Ranks system in 664 (the 3rd year of the reign of Emperor Tenchi) and the accession to the throne and change of era name in 724 (the 1st year of the Jinki era) of Emperor Shomu could also be considered examples of the Jiazi Reformation. From 964 (the 1st year of the Kōhō era) to the end of the Edo period, except for 1564 (the 7th year of the Eiroku era), the era name was changed to avoid such disasters.
