…The April 1158 (3rd year of the Hōgen era) document on the Iga Province government officials states that “in addition to official property, a lord issues official decrees and collects a land tax of five sho or one tou per tier, as is the case in this and other provinces” (same document), and such lords (private land lords, land tax lords) were widespread within the provincial government territories at the time. In medieval manors, the headman was responsible for the tax imposed on his own fields, and at the same time, he often had some of the fields made by farmers, from whom he collected a certain amount of income. This was called land tax, and was also called kataku or katako. …
