...From the mid-1860s onwards, due in part to the Edo Shogunate's incomplete measures against prostitution, private brothels (called okabashiyo in Edo) gained power, while the formalism of brothels and the high entertainment costs that came with it caused brothels to gradually lose their position as the main entertainment venues. After the Meiji Restoration, the "Rented Houses Regulations" issued in 1873, the year after the Prostitute Emancipation Edict, designated brothels as areas for rented house business, and in addition to the previously officially recognized brothels, other establishments such as Imori inns and private brothels received licenses for designated areas one after another, and they expanded and shifted. In 1924, there were 545 licensed locations nationwide, with approximately 11,200 operators and approximately 52,200 prostitutes. ...
