...From the mid-1860s onwards, due in part to the Edo Shogunate's incomplete measures against prostitution, private brothels (called okabashiyo in Edo) gained power, while the formalism of brothels and the high entertainment costs that came with it caused brothels to gradually lose their position as the main entertainment venues. After the Meiji Restoration, the "Rented Houses Regulations" issued in 1873, the year after the Prostitute Emancipation Edict, designated brothels as areas for rented house business, and in addition to the previously officially recognized brothels, other establishments such as Imori inns and private brothels received licenses for designated areas one after another, and they expanded and shifted. In 1924, there were 545 licensed locations nationwide, with approximately 11,200 operators and approximately 52,200 prostitutes. ...

…中期以後，江戸幕府の売春対策の不徹底さも加わって私娼街が勢力を伸ばし(江戸では岡場所（おかばしよ）という)，一方では遊郭がもっている格式主義とそれに伴う遊興費の高さなどの原因が重なって，遊郭はしだいに遊興場の主役の地位を失い始めていた。　明治維新後，娼妓解放令の翌年の1873年発令の〈貸座敷渡世規則〉により遊郭は貸座敷営業指定地となり，従来の公認遊郭のほか飯盛旅籠屋や私娼街などが続々と指定地の免許をうけて拡大移行した。1924年における全国の許可地は545ヵ所，業者は約1万1200軒，娼妓は約5万2200人に及んだ。…
