A nuclear strategy proposed by US Secretary of Defense R. McNamara in his February 1960 defense report. Under any circumstances, if a country had the potential to inflict fatal damage on 20-25% of the enemy's population and destroy half or two-thirds of its industrial capacity in a retaliatory strike after absorbing the enemy's first strike, no country, no matter what its war aims, could launch a preemptive first strike. This is because such great damage would render the country unable to function as a nation for the time being. A strategy that uses this potential for certain destruction to deter nuclear war is called a strategy of assured destruction. America's nuclear strategy subsequently changed to a strategy of flexible response and then to a strategy of offsetting.
