A circular notice for the local community is attached to a board or cardboard and passed around to each household. In the summer of 1939 (Showa 14), Tokyo City, which had been promoting the establishment of neighborhood associations since the previous year, is recorded to have distributed 100,000 copies of the Tonarigumi circular notice. In September of the following year, the Ministry of the Interior issued an instruction to establish neighborhood associations with the aim of practicing the way of the nobility and passing on orders from above, and the notice spread nationwide to the tune of the national song "Tonarigumi" written by Ippei Okamoto, "Please pass it around, we will inform you, we will inform you." The notices included information on rationing, air raid training, national bonds, savings, taxes, etc. There was opposition in urban areas where neighborly relations were not favored, and they disappeared from the general public when neighborhood associations were abolished in 1947 (Showa 22), but they are still used in neighborhood associations, housing complexes, and other places. Article 142 of the Public Offices Election Law prohibits the use of notices for election campaigning, which is considered to be the distribution of documents.
