…These official documents related to diplomacy include official and secret instructions from the home country to its local offices, various reports and opinions from local offices to the home government, and various other official telegrams. In modern countries, they have come to be systematically organized and preserved, as exemplified by the British diplomatic document Blue Book. On the other hand, various international practices and diplomatic etiquette related to diplomats began in the 15th century when Italian city-states sent permanent diplomatic missions to maintain permanent diplomatic relations. They developed from the Congress of Westphalia in 1648 to the Congress of Vienna in 1815, and were organized and unified at the Congress of Aix-la-Chapelle in 1818. As a result, the ranks and names of diplomatic missions were unified into (1) ambassador plenipotentiary, papal envoy, (2) envoy extraordinary and plenipotentiary, (3) envoy appointee, and (4) charge d'affaires, and in the case of the same rank, the order of precedence was determined by the date of the official notice of arrival. …
