… After World War II, coastal erosion became a problem in many areas, and research was conducted, but it was not until the storm surge disaster along the Ise Bay coast caused by Typhoon No. 13 in September 1953 that the importance of coastal protection was officially recognized. In 1956, the Coast Law was enacted and coastal protection areas were established. In 1958, the Coastal Protection Facility Construction Standards were established as common technical standards. Japan's coasts are managed by prefectural governors, and the higher-level supervisory authorities are the Ministry of Construction, the Ministry of Transport, the Ministry of Agriculture, Forestry and Fisheries, and the Fisheries Agency, each of which has jurisdiction over the coasts under their jurisdiction. …
