Born on September 12, 1873. He joined the Ministry of Agriculture and Commerce, and after serving as Director of the Construction Bureau, he became Director of the Commerce and Industry Bureau in 1913. During this time, he worked hard to establish the Factory Law and the Industrial Association Law. In 1929, he became editor-in-chief of the Economist, in 1929 he became editor-in-chief of the Tokyo Nichi Nichi Shimbun, and in 1933 he became its chairman. He passed away on November 20, 1939, at the age of 67. He was from Nara Prefecture. He graduated from Tokyo Imperial University.
