...Under the Ritsuryo system, some of the occupations of the pre-Taika period were not released, and instead, groups that were assigned to various government offices and required to perform special labor or provide tribute to products were made into Shinbe. Among these were the Shiko of the Library Bureau (rented goods section), the Gakuko of the Gagaku Bureau, the Zatsukoko of the Weapon Bureau (nailwork, shield sewing, and sash making), the Tsuzumi Fuehe, the Ship Bureau Boat Bureau, the Takakaibe, the Komabe of the Ministry of Finance, the Nuribe of the Lacquer Bureau, the Somehe of the Oribe Bureau, the Zatsukoko of the Daizensho (miscellaneous supplies section), and the Oi Bureau Oihe. According to the appendix to the official regulations of the Taiho Code, the total number of households was 2,107, including paper households in the borrowed goods section, and 380 households that were not specified as Shinabe but should be considered to be Shinabe, totaling 2,487 households. Their residence was limited to the Kinai region and its neighboring provinces.
