In June 1590, Toyotomi Hideyoshi ordered the generals of Oshu to take part in the campaign at Odawara, and on August 10, he issued a strict order to carry out a land survey of Oshu at Kurokawa Castle in Aizu. The "Dewa Province Land Survey Articles" were also issued on the same day by the land survey magistrates Kimura Hitachinosuke Shigekore and Otani Gyobu Shosuke Yoshitsugu.
