For example, the Kaga Domain had been producing salt on Noto Peninsula from an early stage, but the domain monopolized the salt produced in exchange for salted rice, prohibited the importation of salt from other countries, and sold it within the domain. Other early examples of monopoly include the lacquer and wax monopoly system of the Aizu and Yonezawa domains, and the purple root monopoly system of the Morioka domain. From the mid-Edo period onwards, the domains' finances became strained, and the increase in rice tax, which had been the basis of domain finances, came to a standstill. In addition, under the economic situation of "high rice prices and high prices of other products," the falling price of rice became apparent, and the domains competed to implement policies to promote industry and trade in search of new sources of revenue other than rice.
