The Space Activities Commission is a council that deliberates and decides on plans for Japan's space development and provides opinions to the Prime Minister based on those decisions. It was established in the Prime Minister's Office by the Space Activities Commission Establishment Act (Act No. 40 of 1968). It was established in August 1968 after the dissolution of the Space Activities Council. With the reorganization of central government ministries and agencies in January 2001, the legal status of the Space Activities Commission became the same as that of the councils established within the Ministry of Education, Culture, Sports, Science and Technology, and it began to handle matters related to the Japan Aerospace Exploration Agency.

日本の宇宙開発に関する計画を審議，決定し，その決定に基づき内閣総理大臣に意見を述べる審議会で，宇宙開発委員会設置法 (昭和 43年法律 40号) により総理府に置かれた。 1968年8月に，それまでの宇宙開発審議会を解散して発足した。 2001年1月の中央省庁再編に伴い，宇宙開発委員会の法的位置づけは文部科学省内に置かれる審議会と同様となり，宇宙航空研究開発機構にかかわる事項を処理することとなった。
