A village in Higashiibaraki County, central Ibaraki Prefecture. Population 6,949 (1995). The eastern part of the village is flat land in the Naka River basin, while the western part is hilly land that links to the Yamizo mountain range. The village takes its name from the Katsura River, a tributary of the Naka River that runs through the village. The main industry is agriculture, and Wagyu beef is also raised. A local specialty is Awano Shunkei lacquerware from Mt. Awa. Due to continued population outflow, the village was designated a depopulated area in 1980, but in recent years the population decline has been halted. 茨城県中央部,東茨城郡の村。人口6949(1995)。東部は那珂川流域の平たん地で,西部は八溝山系に連なる丘陵地である。村名は村域を流れる那珂川の支流桂川にちなむ。主産業は農業で,和牛も飼育されている。特産物に阿波山の粟野春慶塗がある。人口流出が続いたため1980年には過疎地域の指定を受けたが,近年,人口減少に歯止めがかかっている。村域の大部分は御前山県立自然公園に含まれている。国道123号線が通じる。
