"Uesugi Prefectural Governor's Tour Journal"

...The farmers of the time were exhausted from huge debts and had no way of paying them back. The Uesugi Prefectural Governor's Journal (1881-82) described the poverty and miserable reality of the farmers and began to explore ways to reform the prefecture. Uesugi Shigenori proposed to the government to rebuild the prefecture's finances by streamlining and reducing the number of prefectural officials, but the government rejected the proposal and buried the Uesugi reform plan.
