Chief of the Barbarians

...In ancient Japan, this refers to Emishi (Ezo or Emishi) who were captured or surrendered and placed under state control. They were also called Ezo-fu. The ancient state's ultimate goal in managing the Emishi was to organize the Emishi, a resistant people who stood outside state control, and their territories into state control and to make them part of the "internal people" and "internal country." The problem of these "internal Emishi" as prisoners of war represented the final form of the Emishi management problem. The oldest story is that the captured Emishi were sent to the Imperial Court and organized into a military group of the Yamato Imperial Court called the Saekibe. ...
