(1) All positions of national or local government officials other than special positions. They are subject to the National Public Service Law or the Local Public Service Law. However, there are cases where special cases are prescribed by law or by the National Personnel Authority rules based on the special nature of the duties and responsibilities of general-class employees, and these apply (for example, foreign service officials and education officials). (2) One of the cases where female employees are divided into courses for employment management, this refers to a course in which they engage in auxiliary work and their qualifications and wage increases remain within a certain range. This was introduced as ``personnel management by course'' after the enforcement of the Equal Employment Opportunity Law in 1986, and is distinguished from the ``general position'' course, which has the possibility of promotion to managerial positions or even executive positions.
