The authority to make petitions held by the former Army and Navy. "Tent" refers to the curtains used in a military camp, and refers to the place where a military commander holds military councils. "Petition" means to present opinions or circumstances to the Emperor. In 1878, the General Staff Office, which reports directly to the Emperor and has overall control over military orders, was established, and military orders could be petitioned directly to the Emperor without going through the Cabinet. This was stipulated in Article 11 of the Constitution. When the Cabinet's policy and the military did not agree, the military would submit their own petitions, causing confusion.
