…In autumn 657, he went to Muro no Yu in Kii (present Yuzaki Onsen, Shirahama-cho, Wakayama Prefecture) to recuperate and returned to Kyoto to admire the scenery of the place for the Emperor, and in October of the following year the Emperor and Crown Prince went to Muro no Yu. During his absence, the so-called Prince Arima Incident occurred. On November 3rd, the absent official, Soga no Akae, spoke to Arima about the three points of Emperor Saimei's mismanagement, to which Arima responded, "This is the first time in my year that we should use our troops." On the 5th of the same month, the two men discussed raising an army, but that night Akae arrested Arima as a traitor and escorted him to Muro no Yu. …

…657年秋紀伊の牟婁（むろ）の湯(現，和歌山県白浜町湯崎温泉)に療病し帰京して天皇にその地の景観を推賞するということがあり，翌年10月天皇と皇太子は牟婁の湯へ赴いた。その留守中におきたのがいわゆる有間皇子事件である。11月3日留守官蘇我赤兄（そがのあかえ）が有間に斉明帝の失政3ヵ条を語ったのに対し，有間は〈吾が年始めて兵を用ゐるべき時なり〉と応じ，同5日両者で挙兵の談合があったが，その夜赤兄は有間を謀反人として逮捕し，身柄を牟婁の湯に護送した。…
