…There are few cases where foreign militaries openly established their own overseas intelligence and espionage agencies in peacetime. The predecessors of the special agency, but the most typical of them in terms of special agency activities, were the so-called Aoki House, run by Aoki Nobuzumi, who served in Beijing from July 1904 to August 1913, and the Sakanishi House, run by Sakanishi Toshihachiro, who served in Beijing from October 1911 to April 1927. The name "special agency" was given to the General Staff officers who were in charge of leading the counter-revolutionary government and the counter-revolutionary army at the time of the Siberian Expedition in 1918. Special agencies were established in Vladivostok, Khabarovsk, Blagoveshchensk, Harbin, Chita, Irkutsk, and Omsk, and their duties were military diplomacy and intelligence gathering, with their status attached to the Expeditionary Army Headquarters. …

…諸外国の軍が平時に公然と独自の在外諜報謀略機関を設置した例はほとんどない。　特務機関の前史的存在でありながらもっとも典型的な特務機関的活動を行ったのは，1904年7月から13年8月まで北京に在任した青木宣純のいわゆる青木公館，1911年10月から27年4月まで北京に在任した坂西利八郎の坂西公館であった。特務機関の名称はシベリア出兵に際し，反革命政権および反革命軍の指導に任じていた参謀本部派遣将校の機関名として1918年に付せられ，ウラジオストク，ハバロフスク，ブラゴベシチェンスク，ハルピン，チタ，イルクーツク，オムスクの各特務機関が設置され，任務は軍事外交･情報収集で，身分は派遣軍司令部付とされた。…
