...Since 1954, when the government started to subsidize the production of Braille books, and since 1961, when the government started to subsidize the production of audio books, publicly commissioned books have been distributed to public and private Braille libraries nationwide. However, even now, the majority of the books produced annually are the result of the generosity of Braille translators and readers, and the current situation is that the libraries are financially dependent on donations. In the UK, two private institutions, the National Library for the Blind (NLB), which operates student libraries and audio libraries, share functions and provide effective services with financial support from the national and local authorities. In the US, the Library of Congress, in close cooperation with local libraries, produces Braille and audio books using federal funds, and lends Braille books, audio tapes, talking books, and audio playback devices to blind people and other physically disabled people who have difficulty using printed books. ...
