However, earlier than that, in 1865, Heinrich von Stephan (1831-1897), the father of German postal service, who was the senior counsellor of the North German Post Office and also the creator of the Universal Postal Union, had proposed at a liaison conference between the German Federal Post Offices that postcards be adopted to reduce postal rates and to implement a uniform rate system throughout the German Confederation, so Stephan had come up with the idea four years earlier.
