From January to April 1930, the five nations of the United States, Britain, France, Italy, and Japan held a naval disarmament conference in London. After the failure of the Geneva Conference (1927), Britain hosted the Washington Conference to discuss revisions to the naval disarmament treaty and the issue of auxiliary ships. The suspension of capital ship construction was extended by five years, and the ratio of auxiliary ships between the United States, Britain, and Japan was set at 10:10:7. However, France and Italy did not participate because their claims were not accepted. The Japanese military vehemently opposed this decision, which led to the rise of the ultranationalist movement.
