A foreign policy deliberative body under direct control of the Emperor during the Taisho period. In order to stabilize its political base, the Terauchi Masaki Cabinet, which was established in 1916, aimed to achieve national unity in foreign and defense policies, and in June 1917, organized the Provisional Foreign Affairs Investigation Committee under the pretext of deliberating foreign policy after World War I. The committee was an institution directly subordinate to the Emperor, with Prime Minister Terauchi as its president, and members including the Ministers of Foreign Affairs, Home Affairs, Army, and Navy, and Privy Councilors Makino Nobuaki, Ito Miyoji, and Hirata Tosuke. Three other party leaders, Hara Takashi of the Seiyukai Party, Kato Takaaki of the Kenseikai Party, and Inukai Tsuyoshi of the Kokuminto, were also asked to take the position, but Kato refused, citing his position of unifying foreign policy under the Ministry of Foreign Affairs. 大正期の天皇直属の外交政策審議機関。1916年成立の寺内正毅内閣は,政治的基盤の安定をはかるために外交・国防方針での挙国一致をめざし,17年6月,第1次大戦後の外交政策審議を名目に臨時外交調査委員会を組織した。委員会は天皇直隷の機関とし,総裁に寺内首相,委員には外務,内務,陸軍,海軍各大臣,枢密顧問官から牧野伸顕,伊東巳代治,平田東助を任命。ほかに政友会原敬,憲政会加藤高明,国民党犬養毅の3党首に就任をもとめたが,加藤は外務省による外交一元化の立場から就任を拒否した。
