Born: July 12, 1790 in Finkenwerder, near Hamburg
Died: August 4, 1864, Schlangenbad. German politician. He was involved in the construction of the Rhineland-Westphalia railway and advocated nationalization of the railway. In 1838, he became president of the Aachen Chamber of Commerce. In 1845, he entered politics. Politically, he represented the interests of the liberal bourgeoisie of the Rhineland, and agreed to cooperate with Prussia on the condition that it become a constitutional parliamentary state. In 1847, as a member of the United Landtag convened by Frederick William IV, he took the lead in the movement to liberalize and centralize the Prussian state. After the March Revolution, he became Minister of Finance in Prussia's first liberal cabinet under L. Camphausen, and continued in the cabinet under R. Auerswald, but fearing the growth of radical forces, he pursued a policy of suppressing popular movements. After retiring from politics, he founded the Diskont Foundation Bank in 1851. His books include Das preussische und deutsche Verfassungswerk (1850), The Constitutionalization of Prussia and Germany.

ドイツの政治家。ラインラントとウェストファーレンの鉄道建設に関与し，鉄道の国有化を主張。 1838年アーヘン商業会議所会頭。 45年政界に進出。政治的にはラインラントの自由主義ブルジョアジーの利害を代表，プロシアが立憲議会制国家となることを条件にプロシアに協力することを承認し，47年にはフリードリヒ・ウィルヘルム4世により招集された連合州議会の議員として，プロシア国家の自由主義化と中央集権化運動の先頭に立った。三月革命後プロシア最初の自由主義的な L.カンプハウゼン内閣の蔵相となり，続いて R.アウエルスワルト内閣にもとどまったが，急進勢力の伸張を恐れて民衆運動弾圧の政策に向った。政界引退後，51年ディスコント財団銀行を設立。著書に『プロシアとドイツの憲法制定』 Das preussische und deutsche Verfassungswerk (1850) がある。
