The Imperial Japanese Navy's shipbuilding plan was based on eight battleships and eight cruisers, with the United States as the hypothetical enemy. The 88 Fleet was decided based on the Navy's defense requirements based on the "Imperial Defense Policy" formulated in 1907 (Meiji 40). However, financial difficulties after the Russo-Japanese War prevented the plan from being realized, and the 84 Fleet plan was approved at the Defense Council in 1914 (Taisho 3), and the budget was passed in the 39th Diet in 1917. The following year, the 40th Diet passed the budget necessary to establish the 86 Fleet. After these transitional measures, the budget for the 88 Fleet was passed in the 43rd Diet in 1920. According to this, the fleet was scheduled to be completed in 1927 (Showa 2), but as a result of the Washington Naval Conference in 1921, the plan was changed, and only four battleships were built: Nagato, Mutsu, Akagi, which was later converted into an aircraft carrier, and Kaga.
