This term is often used to specifically refer to the Japan-U.S. negotiations from 1969 to 1971 over restrictions on Japanese exports of wool and synthetic fiber products to the U.S. Previous negotiations over restrictions on cotton product exports to the U.S. had dragged on and were settled at the working level within a few months, but these negotiations over wool and synthetic fiber products became a politicized issue and were entangled for two and a half years, which is said to have brought about the worst crisis in U.S.-Japan relations since World War II. This issue began with the election pledges of Nixon, the Republican presidential candidate in the U.S., in 1968, and began with the demand for strict self-restraint from Japan issued under the new Nixon administration in the spring of 1969. この言葉は,日本の毛・化合繊製品の対米輸出規制をめぐる1969‐71年にわたる日米交渉を特定して使われる場合が多い。それ以前の綿製品の対米輸出規制をめぐる交渉が,長引いても数ヵ月以内に事務レベルで決着していたのに比べ,このときの毛・化合繊製品をめぐる交渉は政治問題化して2年半も紛糾し,第2次大戦後の日米関係における最悪の危機的状態をもたらしたといわれている。この問題は1968年のアメリカ共和党の大統領候補ニクソンの選挙公約に端を発し,69年春,ニクソン新政権下に出された日本に対する厳しい自主規制要求に始まる。
