Located in Shimogyo Ward, Kyoto City, it is a Jodo sect Seizan school. It was originally a Jibutsu-do (Hokke Choko Amida Sammai-do) built by Emperor Goshirakawa within Rokujo-den (Rokujo Nishinotoin, Kyoto). It burned down a few years after its construction, and was rebuilt in 1188 by imposing construction costs on Harima and other provinces. Prior to his death, the Emperor donated 89 Choko-do sites (later increasing to 180) for the protection and operation of the hall and the promotion of Buddhism, which were passed down to the Jimyo-in line through the Emperor's daughter Senyomon-in and Emperor Gofukakusa.
