Local mean solar time is determined by the hour angle of the mean sun, and local sidereal time is determined by the hour angle of the vernal equinox. Local mean solar time on the Greenwich meridian is called universal time, and is the basis for all local times. The mean solar time of a certain place differs from universal time by the difference in longitude. When a common local time within a country or region is used as the civil time, this is called standard time, and a local time that differs from universal time by an integer number of hours is generally selected. Japan uses the local mean solar time of Akashi City, which is located on the meridian at 135 degrees east longitude, and is 9 hours ahead of universal time.
