International Charter of Physical Education and Sport

Japanese: 体育･スポーツ国際憲章 - たいいくスポーツこくさいけんしょう（英語表記）International Charter of Physical Education and Sport

An international declaration on physical education and sport adopted at the 20th General Conference of UNESCO in 1978. Its creation was first discussed at the First Conference of Ministers for Youth Physical Education and Sport held by UNESCO in 1976. A draft was prepared at the First Interim Intergovernmental Conference on Physical Education and Sport in 1977, and it was adopted after deliberation at the Second Intergovernmental Conference in 1978. The declaration consists of a preamble and 10 articles. First, it emphasizes that the practice of physical education and sport is a fundamental right for all people, and that physical education and sport are important elements of lifelong education, that programs should meet personal and social needs, that instructors should be qualified, that adequate facilities and equipment should be provided, the importance of research and evaluation, the thorough dissemination of information and documentation, the active contribution of the mass media to physical education and sport, and the importance of international organizations and cooperation.

1978年のユネスコ第20回総会で採択された体育･スポーツに関する国際的な宣言。ユネスコが1976年に開催した第1回青少年体育･スポーツ担当大臣会議の席上ではじめて制定の論議がなされた。77年の第1回体育･スポーツ暫定政府間会議で草案がつくられ，78年の第2回政府間会議での審議をへて採択された。宣言の内容は前文と10条からなる。まず，体育･スポーツの実践はすべての人にとっての基本的権利であることを強調し，体育･スポーツは生涯教育の重要な要素であること，プログラムの個人的･社会的要求への対応，指導者の有資格，十分な施設･設備の整備，研究と評価の重要性，情報および文書の普及徹底，マス･メディアの体育･スポーツへの積極的寄与，国際的組織や国際協力の重要性などが強調されている。
