A type of road transport business, according to Article 2 of the Road Transport Law, it is "a business that transports passengers using automobiles in response to the demand of others, and a business that transports cargo using automobiles (excluding light automobiles)." Incidentally, road transport business is a general term for automobile transport businesses, highway businesses, automobile transport handling businesses, and light vehicle transport businesses (Article 2 of the same law). According to Article 3 of the same law, automobile transport businesses are classified as follows: (1) General automobile transportation business: (a) general passenger automobile transportation business (a business that transports passengers using automobiles that operate on fixed routes and on regular schedules; known as scheduled buses or route buses); (b) general chartered passenger automobile transportation business (known as chartered buses); (c) general passenger automobile transportation business (a business that transports passengers by chartering an automobile with a passenger capacity of 10 or less under a single contract; known as hire cars or taxis); (d) general route freight automobile transportation business (a combined transportation that operates on fixed routes and on regular schedules; known as route trucks or scheduled services); (e) general area freight automobile transportation business (freight transportation other than route transportation).

道路運送事業の一種で，道路運送法第2条によれば，〈他人の需要に応じ，自動車を使用して旅客を運送する事業及び自動車(軽自動車を除く)を使用して貨物を運送する事業〉をいう。ちなみに道路運送事業とは，自動車運送事業，自動車道事業，自動車運送取扱事業，軽車両等運送事業を総称していう(同法第2条)。自動車運送事業は同法第3条により次のように分類される。(1)一般自動車運送事業　(a)一般乗合旅客自動車運送事業(路線を定めて定期に運行する自動車により乗合旅客を運送する事業で，定期バスとか路線バスと呼ばれる)，(b)一般貸切旅客自動車運送事業(貸切バスと呼ばれる)，(c)一般乗用旅客自動車運送事業(一個の契約により乗車定員10人以下の自動車を貸し切って旅客を運送する事業で，いわゆるハイヤー，タクシーをいう)，(d)一般路線貨物自動車運送事業(路線を定めて定期に運行する積合運送であり，路線トラックとか定期便と呼ばれる)，(e)一般区域貨物自動車運送事業(路線運送以外の貨物運送)。
