Date of birth and death unknown. A nobleman in the late Nara period. The second son of Shioyaki Hikami. Also written as Kawatsugi. His mother was Princess Fuwa (the daughter of Emperor Shomu). His wife was Hoitsu, the daughter of Fujiwara Hamanari (Kyo family). His brother was Shigeshimaro, who was involved in the Agata Inukai no Anemme Fuko Incident. In 782 (Enryaku 1), he was appointed as the governor of Inaba, but a member of the Inaba clan, Yamato no Otohito, secretly entered the palace in military gear and was captured, reporting that Kawatsugi was plotting to overthrow the imperial court. As a result, Kawatsugu was arrested in Katsuragikami County, Yamato Province (near Gose City, Nara Prefecture) on charges of treason, and exiled together with his wife to Mishima, Izu Province (Mishima City, Shizuoka Prefecture). His father-in-law, Hamanari, was also stripped of his two official positions as councilor and chamberlain, and 35 others, including Mikata no Omi and Otomo no Yakamochi, were implicated. This is known as the Hikami Kawatsugu Rebellion, and is believed to have been caused by a political conspiracy by the Fujiwara Ceremonial Family over the succession to the throne. Later, in 806 (Daido 1), he was pardoned and restored to the rank of Junior Fifth Rank, and in 809 he became Tenyaku no Kami, and in 812 (Kōnin 3) he was appointed as the governor of Izu.
