International disputes usually involve issues of fact and law, but can also arise from simple disagreements over facts. International inquiry was first established by the Convention for the Peaceful Settlement of International Disputes, concluded at the first Hague Peace Conference in 1899 (revised in 1907), and is a system in which international disputes arising from simple differences in factual opinions are referred to an international commission of inquiry, which conducts fair and honest hearings to clarify the factual issues and facilitate the resolution of the dispute.

国際紛争は，通常，事実問題と法律問題を含むものであるが，単に事実についての見解の不一致からも生じる。国際審査international inquiryは，1899年に第1回ハーグ平和会議で締結された国際紛争平和的処理条約(1907年に改訂)によって初めて設けられたものであり，単に事実上の見解が異なることから生じた国際紛争を国際審査委員会に付託し，その公平誠実な審理によって事実問題を明らかにし，紛争の解決を容易にする制度である。
