International disputes usually involve issues of fact and law, but can also arise from simple disagreements over facts. International inquiry was first established by the Convention for the Peaceful Settlement of International Disputes, concluded at the first Hague Peace Conference in 1899 (revised in 1907), and is a system in which international disputes arising from simple differences in factual opinions are referred to an international commission of inquiry, which conducts fair and honest hearings to clarify the factual issues and facilitate the resolution of the dispute.
