The Imperial House Council is an institution that deliberates and decides on important matters concerning the Imperial Family, based on the Imperial House Law. It is made up of ten members: two members of the Imperial Family, the Speaker and Vice Speaker of both Houses of the Diet, the Prime Minister, the Grand Master of the Imperial Household Agency, the Chief Justice of the Supreme Court, and a judge of the Supreme Court, with the Prime Minister acting as the chairman. The matters that are deliberated include changes to the order of succession to the throne, the enthronement of an empress or marriage of a male member of the Imperial Family, the departure of members of the Imperial Family from their status, the establishment and abolition of a regent, and changes to the order of regents. The marriage of the Crown Prince and other male members of the Imperial Family must be deliberated by the Imperial House Council, but this is not necessary for female members of the Imperial Family, as they leave their status as members of the Imperial Family upon marriage. In addition, the Imperial House Economic Council, which is responsible for the accounting of the Imperial Family, was established based on the Imperial House Economic Law, and deliberates matters such as the expenses of the Imperial Family, as well as the lump-sum payment of a female member of the Imperial Family when she marries or leaves the Imperial Family, or when a male member of the Imperial Family becomes independent from the Imperial Family. The eight members of the Council are the Speaker and Vice Speaker of both Houses of the Diet, the Prime Minister, the Minister of Finance, the Grand Master of the Imperial Household Agency, and the Chief Auditor of the Board of Audit.

皇室会議は、皇室典範に基づき、皇室の重要事項を審議決定する機関である。皇族2人、衆参両院の正副議長、内閣総理大臣、宮内庁長官、最高裁長官、同判事の10人で構成され、内閣総理大臣が議長となる。審議事項は皇位継承順位の変更、立后及び皇族男子の婚姻、皇族の身分の離脱、摂政の設置及び廃止、摂政の順位の変更。皇太子ら男子皇族の結婚は皇室会議の議を経なければならないが、女子皇族は、結婚とともに皇族の身分を離れるので、その必要はないと定められている。このほか、皇室の経理に関する皇室経済会議が皇室経済法に基づき置かれており、皇室費のほか、女子皇族の結婚・皇籍離脱や男子皇族の宮家独立の際の一時金支出などを審議する。議員は衆参両院の正副議長、内閣総理大臣、財務大臣、宮内庁長官、会計検査院長の8人。
