Ward Head Association - kukochokai

...the general term for prefectural assemblies, large and small district assemblies, and town and village assemblies that were established by local officials in various regions before the local assemblies were officially established by the Three New Laws of 1878. Around 1872 (Meiji 5), ward head meetings were established in Aichi Prefecture, Utsunomiya Prefecture, and other areas to hold administrative meetings, and in 1873, public assemblies that took into account public elections were established in Chiba Prefecture and Hyogo Prefecture. The enlightened rules for public assemblies established by Hyogo Prefecture Governor Kanda Kohei were published in full in the Nisshin Shinjishi, which had an impact on the entire country.
