The government had already declared the "one bank per prefecture" principle in 1936, but the Financial Business Development Order, which came into force in May 1942, gave the government the power to order mergers. As a result, the one bank per prefecture principle went ahead, and mergers between major banks (the merger of Mitsui and Daiichi, and the absorption of Mitsubishi by Daiichi) were also forced through.
