These are lines that JNR (now JR) believed could operate independently and demonstrate their railway characteristics through their own management efforts (modernization, rationalization, etc.). These lines included those transporting passengers between cities and in metropolitan areas, and transporting large quantities of standard freight. There were 70 lines nationwide, totaling about 12,000 km. The trunk lines were determined based on the provisions of the Law Concerning Special Measures for Promoting the Management Reconstruction of Japan National Railways (promulgated in 1980). Under this law, lines that fall into the following three categories are called trunk railway networks: (1) lines with a section of more than 30 km connecting cities with a population of 100,000 or more and where the passenger density between each station within that section (average daily passenger numbers per operating kilometer) is 4,000 or more, (2) lines with a section of more than 30 km connecting a city with a population of 100,000 or more and where the passenger density between each station within that section is 4,000 or more, and (3) lines with a freight density of 4,000 tons or more. JNR referred to these trunk railway networks and lines with a passenger density of 8,000 or more as trunk line sections.

国鉄(現,JR)がみずからの経営努力(近代化,合理化など)を行うことにより,自立経営が可能であり,鉄道特性を発揮しうる,としていた線区のこと。都市間・大都市圏旅客輸送,大量・定形貨物輸送を行っている線区などがこれに該当し,全国で70線区,約1万2000kmあった。幹線系線区は,日本国有鉄道経営再建促進特別措置法(1980公布)の規定に基づき決められた。同法では(1)10万都市を相互に連絡する30kmを超える区間があり,その区間内の各駅間の旅客輸送密度(営業キロ1km当りの1日平均旅客輸送人員)が4000人以上である線区,(2)10万都市と(1)の線区とを連絡する30kmを超える区間があり,その区間内の各駅間の旅客輸送密度が4000人以上である線区,(3)貨物輸送密度が4000t以上の線区,の三つの区分に該当する線区を幹線鉄道網と呼び,この幹線鉄道網と旅客輸送密度8000人以上の線区を合わせたものを国鉄では幹線系線区と呼んだ。
