Seiichi Katsumata

Politician. Born in Shizuoka Prefecture on February 11, 1908. Graduated from the Faculty of Agriculture, Kyoto Imperial University in 1931 (Showa 6). After working for the Kyokyokai Foundation, the Cabinet Research Bureau, and as an investigator for the Planning Board, he was implicated in the Planning Board Incident in April 1941 while serving as the head of the Kyushu team of the Organization Bureau of the Imperial Rule Assistance Association. Elected as a member of the Socialist Party in the 1947 (Showa 22) general election (Shizuoka 2nd district), and was elected 14 times from then until the 1983 general election. During the Katayama Cabinet, he served as secretary to Hiroo Wada, Secretary-General of the Economic Stabilization Board. From 1967 to 1968, he became the first postwar party leader in the Socialist Party. In addition to making use of his experience as a bureaucrat, he was active as a policy expert, and played a central role in the 1950 Morito-Inamura debate over revolutionary methods, and also coordinated the debate on structural reform as secretary-general of the Socialist Theory Committee. In December 1983, he became the deputy speaker of the House of Representatives. He retired from politics in 1986.

政治家。明治41年2月11日静岡県に生まれる。1931年(昭和6)京都帝国大学農学部卒業。財団法人協調会、内閣調査局、企画院調査官を経て、1941年4月、大政翼賛会組織局九州班長当時、企画院事件に連座。1947年(昭和22)総選挙で社会党から当選(静岡2区)、以後1983年総選挙まで当選14回。片山内閣時代、和田博雄経済安定本部総務長官の秘書官を務めた。1967~1968年社会党初の戦後派党首となる。官僚経験を生かし政策通として活躍するほか、革命方式をめぐる1950年の森戸・稲村論争の調整役を果たし、社会主義理論委員会事務局長として構造改革論争も取りまとめた。1983年12月衆議院副議長となる。1986年に政界を引退。
