He was apparently a capable government official, and served as the governor of Mino from 706 to 719. In 709, he was praised by the government for his achievements and was awarded seven cho of rice fields, 200 koku of grain, and one sack of clothing. In 717, he was awarded 70 fiefdoms and six cho of rice fields for his achievement in opening the Kisso (Kiso) road. In 717, he was appointed as an inspector, and was in charge of Owari, Sango (Aichi Prefecture), and Shinano (Nagano Prefecture). In 718, he was appointed as the right chief inspector, and returned to the central government. The following year, due to the illness of the retired Emperor Genmei, he was allowed to become a monk and took the name Mansei. In the ninth year of the Yoro era, he was appointed to Dazaifu and formed the Chikushi poetry circle together with Otomo no Tabito and others. He left seven poems in the Manyoshu, including "To what can I compare this world? It is like a boat that has rowed away at dawn and no trace of it remains."
