...Around 1860, the Bingo, Aki and Iyo Suo Province Suspended Saltfields Alliance was formed, but it soon collapsed. In 1871 (Meiwa 8), Tanaka Toroku of Mitajirihama in Suo Province again proposed a half-year closure from September to February and a replacement method (taking turns to operate 1/2 or 1/3 of one saltfield). In 1872 (An'ei 1), Suo, Nagato, Bingo, Aki and Iyo joined, and they met annually at Itsukushima in Aki to confirm rules and exchange information.
