After returning to Japan, he reformed the paper based on his experiences in the British newspaper industry, and wrote his own story, “The Tale of the Floating City,” about Yano’s overseas adventures, which was well received. However, as the civil rights movement waned, the paper also declined, and Yano gave up hope of a career in politics, retiring from the paper to become a Shikibu official at the Imperial Household Ministry in 1890. …
