...However, the lack of progress in translation despite the investment in research, and the argument of Yehoshua Bar-Hillel that machines cannot translate, led to doubts about the feasibility of a practical translation machine. In 1964, the President's Committee of Scientific Advisors submitted a report (ALPAC report) which said that in the near future, machines would not be able to compete cost-wise with human translation. This led to a sudden decline in research into translation machines.
