preliminary hearing

...A procedure in which a judge reviews a case requested by a prosecutor before the trial. Pretrial hearings are a system of civil law and are different from preliminary hearings in the common law system. In Japan, they were used from the time of the Criminal Justice Act (promulgated in 1880) until the enforcement of the old Criminal Procedure Code (promulgated in 1922).
